1. <%@ taglib prefix="c" uri="http://java.sun.com/jsp/jstl/core" %> 이 JSP 에 추가 되지 않았거나

2. 이와 관련된 라이브러리가 추가되지 않았기 때문.

위 링크에서 다운로드후 lib 폴더를 WEB_INF 폴더 바로 아래에 추가!
